The choice depends less on age than on the weather and how long your child stays outside. Most families end up with two garments: one for winter cold and one for autumn and spring wet.
A winter overall for kids is padded and waterproof, with reinforcements at the knees and seat. It keeps your child warm standing still on the sledging hill as well as running around. Wash it according to the care label and re-proof it once water stops beading on the fabric – that's the most common reason a perfectly good overall starts to feel worn out. Hang it to dry rather than tumble drying, unless the garment explicitly allows it.
